Dear Molalla Families,

Today, I wanted to share an update about the status of our District’s budget for the 2020-2021 school year.   Oregon law requires that school budgets be completed and approved by each District’s School Board by June 30th of each year. Even in these uncertain times, I am pleased to report that last Thursday, our budget committee approved the proposed budget.  From there, it moves on to our School Board for their consideration.  This will take place after a public budget hearing is held at the regularly scheduled business meeting on June 11, 2020.

Our budget process began last Fall, when we shared an online Thoughtexchange questionnaire with the community, asking for input on the following, “How are we doing and what do we need to improve?”  We were grateful to have had almost 300 parents and community members participate and share their thoughts with us.  Although the initial intention of the survey was to gather specific input to help formulate areas of improvement under the Student Success Act, we were able to garner valuable input for our 2020-2021 fiscal budget process.  Following the online Thoughtexchange, we held listening sessions at every school in our district with staff, parents and community members.

At this time, the full and complete picture of the financial impact of the Covid-19 pandemic on funding for public schools is not fully clear. That said, there are clear indications that there will be a decrease in funding from nearly all sources, the extent of which will be quantified later this summer.  Our message to the budget committee earlier this month was that we must plan to provide each child with an exceptional education during the 2020-2021 school year. Additionally, the Molalla River School District has historically managed the public’s resources and our planning and spending process with a conservative fiscal approach.  It is for this reason, that we are not currently visualizing program cuts or furlough days.   But there is much that remains unknown.  Because our budget is built on certain assumptions in an uncertain time, we will continue to maintain a conservative approach, holding off on earlier planned program expansions until such time as adequate revenue is certain.

I am sharing with you the budget message that was shared with the budget committee last Thursday.  The budget is sound and will support the goals we have developed with our staff and the input received from our community.  In addition to the budget message included below, you can also find our full budget document posted on our website.
